Advocacy, hard work, and persistence by MPA members, progressive Democrats, and allied organizations helped win some real victories. Thanks to this work, many Maine parents will see their child tax credit double, farmworkers will finally be paid the state minimum wage, and the wealthiest households will pay more in taxes to build more housing in Maine. And this year, we came out, joined together and pushed for change at a time when the Trump Administration and many on the far right are working hard to roll back everything we\u2019ve won. That in itself is a major accomplishment. <\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">At the same time, some of our work was slowed down by conservative narratives even among Democrats in the statehouse. After decades of steady work to undo the <\/span><a href=\"https:\/\/www.mecep.org\/wp-content\/uploads\/2012\/10\/Income_Tax_Cut_Fact_Sheet_final_10-16-12.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">LePage tax cuts<\/span><\/a><span style=\"font-weight: 400;\"> and fight harmful <\/span><a href=\"https:\/\/www.reaganlibrary.gov\/archives\/speech\/address-nation-tax-reform-may-1985\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Reagan-era rhetoric<\/span><\/a><span style=\"font-weight: 400;\"> about taxes, we\u2019re finally moving toward the wealthiest Mainers paying what they truly owe to support the programs we rely on.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tremendous work by legislative champions and everyday Mainers led to the legislature voting to pass bills to <\/span><a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/display_ps.asp?LD=1089&amp;snum=132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">tax millionaires<\/span><\/a><span style=\"font-weight: 400;\"> to fund K-12 education, <\/span><a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/display_ps.asp?LD=229&amp;snum=132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">modernize Maine\u2019s tax brackets<\/span><\/a><span style=\"font-weight: 400;\"> so that a person making $60,000 per year isn\u2019t paying tax at the same rate as someone making $900,000, and ensure that profitable corporations <\/span><a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/display_ps.asp?LD=1879&amp;snum=132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">pay more in taxes<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To avoid vetoes threatened by Gov. Janet Mills (who has <\/span><a href=\"https:\/\/www.bangordailynews.com\/2022\/08\/23\/politics\/janet-mills-campaign-wont-raise-taxes-n6hjn1me0n\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">historically been hostile<\/span><\/a><span style=\"font-weight: 400;\"> to the idea of new taxes) for her signature, the legislature opted to carry those bills over to be considered next year, when the deep and painful cuts the federal government is making to programs including MaineCare and SNAP could make the need for new state revenue even clearer.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While those may still be waiting in the wings, the <\/span><a href=\"https:\/\/www.maine.gov\/governor\/mills\/news\/governor-mills-signs-budget-bill-law-2025-06-23\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">budget<\/span><\/a><span style=\"font-weight: 400;\"> that Gov. Mills signed into law <\/span><i><span style=\"font-weight: 400;\">does include two big tax wins:<\/span><\/i><span style=\"font-weight: 400;\"> a <\/span><a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/display_ps.asp?LD=1082&amp;snum=132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">real estate transfer tax<\/span><\/a><span style=\"font-weight: 400;\"> on houses that sell for more than $1 million and a redistribution of Maine\u2019s child tax credit to benefit the lower-income families who need it the most.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/No-Cuts-to-Child-Care-Nyawal-and-Adowa-1.heic\"><img decoding=\"async\" src=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/No-Cuts-to-Child-Care-Nyawal-and-Adowa-1.heic\" alt=\"\" class=\"alignright size-full wp-image-1475\" \/><\/a><a href=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/No-Cuts-to-Child-Care-Nyawal-and-Adowa-1.heic\"><img decoding=\"async\" src=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/No-Cuts-to-Child-Care-Nyawal-and-Adowa-1.heic\" alt=\"\" class=\"alignright size-full wp-image-1475\" \/><\/a><a href=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/20250304_161207264_iOS-1.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/20250304_161207264_iOS-1.jpg\" alt=\"\" width=\"450\" height=\"600\" class=\"alignright wp-image-1476\" srcset=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/20250304_161207264_iOS-1.jpg 599w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/20250304_161207264_iOS-1-225x300.jpg 225w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/20250304_161207264_iOS-1-100x133.jpg 100w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><\/a>Progressive legislators, MPA members and allies also fought back this year against efforts to take away vital protections and supports for child care, workers and trans kids. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In March, child care providers led a one-day strike with families to protest the <\/span><a href=\"https:\/\/www.maine.gov\/governor\/mills\/news\/governor-mills-unveils-balanced-biennial-budget-proposal-2025-01-10\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">proposed state budget<\/span><\/a><span style=\"font-weight: 400;\">\u2019s cuts to programs supporting childcare workers. This, alongside thoughtful conversations with legislators, resulted in some vital programs for childcare workers and families being protected in the <\/span><a href=\"https:\/\/www.mecep.org\/blog\/legislative-rundown-first-regular-session-of-the-132nd\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">final budget<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We also defended Maine\u2019s new <\/span><a href=\"https:\/\/mainebeacon.com\/maine-lawmakers-protect-new-paid-family-leave-program\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Paid Family and Medical Leave<\/span><\/a><span style=\"font-weight: 400;\"> program against a dozen proposals to reduce, delay, and completely eliminate the program. <\/span><a href=\"https:\/\/www.maine.gov\/paidleave\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Benefits<\/span><\/a><span style=\"font-weight: 400;\"> will begin in 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Your work and the leadership of organizations in the LGBTQ community also led to the sound defeat of no fewer than <\/span><a href=\"https:\/\/mainebeacon.com\/opinion-what-you-should-know-about-anti-trans-bills-in-maine-and-how-to-take-action\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">eight far-right bills<\/span><\/a><span style=\"font-weight: 400;\"> aiming to strip trans Mainers of their rights.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This year, MPA members and legislative champions continued the long fight to ensure every Mainer has a stable place to call home. People who live in mobile home parks \u2013 an <\/span><a href=\"https:\/\/mrsc.org\/stay-informed\/mrsc-insight\/february-2022\/manufactured-home-parks-as-affordable-housing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">important source of affordable housing<\/span><\/a><span style=\"font-weight: 400;\"> in our state \u2013 won some important (if qualified) victories this year. The legislature watered down a bill that <\/span><a href=\"https:\/\/mainebeacon.com\/no-way-for-people-to-live-mobile-home-park-residents-push-back-against-rent-gouging\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">would have protected<\/span><\/a><span style=\"font-weight: 400;\"> residents from rent gouging, but the bill Gov. Mills signed is a good start. Residents also <\/span><a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/getPDF.asp?paper=SP0477&amp;item=6&amp;snum=132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">won the right of first refusal<\/span><\/a><span style=\"font-weight: 400;\"> to collectively buy their parks.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Legislative champions took major steps this year toward protecting Mainers against private insurers\u2019 profit seeking practices, including a <\/span><a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC6366487\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">new law<\/span><\/a><span style=\"font-weight: 400;\"> that prohibits medical debt (a leading cause of bankruptcy) from appearing on credit reports. And <\/span><a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/getPDF.asp?paper=SP0755&amp;item=3&amp;snum=132\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">more Mainers gained access<\/span><\/a><span style=\"font-weight: 400;\"> to the hospital \u201cfree care\u201d program \u2013 regardless of immigration status.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are only some of the positives that came out of this first year of the session. There have also been frustrations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At a moment when <\/span><a href=\"https:\/\/mainemorningstar.com\/2025\/07\/09\/while-ice-arrests-in-maine-double-governor-delays-deciding-on-limits-for-local-police-cooperation\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ICE arrests are rapidly increasing<\/span><\/a><span style=\"font-weight: 400;\"> in Maine, the legislature passed (mostly along party lines) a bill to limit law enforcement\u2019s cooperation with ICE. Unfortunately given the urgency of the situation, Gov. Mills has opted to \u201chold\u201d the bill, meaning that it could be several months until she takes any action on it.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gov. Mills also vetoed several bills which would have meaningfully improved Mainers\u2019 lives, righted past wrongs and protected our constitutional rights. These included, among others, a bill to extend basic labor protections to Maine\u2019s agricultural workers <\/span><a href=\"https:\/\/www.maine.gov\/governor\/mills\/official_documents\/veto_messages\/2025-06-ld-588-act-enact-agricultural-employees-concerted-activity\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">(LD 588<\/span><\/a><span style=\"font-weight: 400;\">), one that would have made it more difficult for the state to seize tribal lands under eminent domain (<\/span><a href=\"https:\/\/www.maine.gov\/governor\/mills\/sites\/maine.gov.governor.mills\/files\/inline-files\/LD%20958%20Veto.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">LD 958<\/span><\/a><span style=\"font-weight: 400;\">), and one to create culturally appropriate and trauma-informed recovery houses for people with substance use disorder (<\/span><a href=\"https:\/\/www.maine.gov\/governor\/mills\/sites\/maine.gov.governor.mills\/files\/inline-files\/LD%201328%20Veto.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">LD 1328<\/span><\/a><span style=\"font-weight: 400;\">).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><a href=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-scaled.jpeg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-225x300.jpeg\" alt=\"\" width=\"450\" height=\"600\" class=\"alignleft wp-image-1442\" srcset=\"https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-225x300.jpeg 225w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-768x1024.jpeg 768w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-1152x1536.jpeg 1152w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-1536x2048.jpeg 1536w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-100x133.jpeg 100w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-1184x1579.jpeg 1184w, https:\/\/mainepeoplesalliance.org\/wp-content\/uploads\/2025\/09\/Cassie-Nedwell-1-scaled.jpeg 1920w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><\/a>That having been said, we view this first year of the session as a victory. The fact that the legislature is now more receptive to revenue than it has been in decades could be transformational. Our social safety net is stronger thanks to the defense of PFML and childcare worker subsidies, and more Mainers will have stable homes thanks to the new mobile home park protections.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In spite of increasingly aggressive attempts from the far right to marginalize them, trans kids are still free to play school sports. And while Mainers who came here from other countries are increasingly in need of protection against the federal government\u2019s actions, the fact that the bill to limit local governments' cooperation with ICE passed both houses of the legislature is an immense accomplishment. We will continue the fight.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Our greatest accomplishment, though, may have been that we joined together and worked to make change at a time when the far right is seeking to make it harder to take part in civic life.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are hard times for many people, but MPA members continue to work together for the things we all care about, and to build a world where everyone has what they need and contributes what they can, and no one is left behind.
